Porter Township Safety & Service Director

GENERAL NATURE OF WORK

• The Porter Township Safety and Service Director will coordinate and facilitate communications between the Trustee and all departments within the township, including the Road and Bridge Department, the Emergency Medical Services Department and the Fire Department.  He/she will be expected to execute various administrative duties, perform tasks involving physical labor, and supervise township employees as directed by the Trustees.

 • Work sites will include, but not be limited to: township roads and right of ways, cemeteries, EMS and Fire building, Community Center, R & B Garage, Township Hall, Township Park, Pool and any other grounds under the control of the trustees.

 • The expected regular work schedule will be from 8:00 am to 4:30 pm Monday through Friday.  However, the Safety and Service Director will be available to be called out to work any other hours and/or days as necessary to meet the safety needs of the township and will attend scheduled bi-monthly meetings of the Trustees. This position is to be a confidential exempt (FLSA) salaried position, and therefore overtime compensation will not be paid to or expected by the employee.

ESSENTIAL FUNCTIONS

• In addition to supervisory responsibilities, the Safety and Service Director performs any and all jobs needed and should demonstrate a high degree of self-direction and professionalism in performing the duties and responsibilities of the position.

 • Develops, implements, monitors and maintains a comprehensive safety program, including loss control and risk management strategies for all departments.

 • Effectively communicates the mission of the township government to the employees and to the general public.  Being able and willing to effectively communicate the goals and responsibilities of the trustees to the general public, and the communications of the general public to the trustees are key responsibilities and expectations of this position. 

 • Completes a log of daily activities and submits a report, in a Word document format, of these activities to the trustees on a weekly basis.

•  Assists in the development of the annual appropriations for each department and monitors revenue and expenditures throughout the year.

• Addresses complaints from citizens and forwards those he/she cannot resolve to the township trustees.

• Performs regular as well as spontaneous safety inspections within all departments. Maintains OSHA and related safety records.

• Maintains ongoing contact with the Scioto County Sheriff’s office and Scioto County Engineer

to encourage a positive relationship and an understanding of the overall safety needs within the township, as they relate to law enforcement and road maintenance, and other governmental entities.

• Evaluates township facilities, equipment, and work procedures for compliance with appropriate codes and requirements.  Coordinates repairs and maintenance of all township physical facilities. 

• Approves monthly manpower schedules and verifies appropriate employee staffing levels are maintained at all times in all departments.

• Coordinates the employee evaluation program and evaluates job knowledge. Initiates appropriate employee training and corrective action based upon these evaluations.  Coordinates all training programs, incorporating appropriate safety education.

• Performs a variety of tasks involving specialized physical labor, including but not limited to: plumbing, carpentry, electrical work, landscaping, painting, building, cemetery, and general mechanical maintenance.     

• Manages capital improvement projects, as directed by the trustees.

• Maintains township roads, right of ways, drainage and road signs to assure safe use by the public.

• Operates a variety of heavy equipment including: dump truck, distributor truck, front end loader, backhoe, grader, roller, blacktop equipment, snow blower, road mower, lawnmower, bush hog, ditcher, snow plow, salt spreader, chainsaw, weed eater, and other light equipment including power tools and manual equipment necessary to the everyday operation of the township.

• Inventories and maintains materials and supplies necessary for efficient township operations.

• In coordination with the Township Administrative Assistant, is responsible for the operation of all township cemeteries, including maintenance, lot sales, burial, and record keeping.

• Performs administrative oversight of the following three department supervisors:

Fire Department Supervisor, EMS Department Supervisor, and R&B Department Supervisor, with each supervisor being directly responsible to the Safety and Service Director.

• Be responsible for obtaining quotes/proposals up to $2000 for services to any department.  Minimum of two quotes/proposals will be expected for each service

• Researches and assists in procurement of grant funding for specific projects and equipment.

• Performs any and all additional duties as assigned by the township trustees. 

KNOWLEDGE, SKILLS, AND ABILITIES

• Ability to establish and maintain an effective working relationship with township officials, fellow employees, and the general public.

 • Ability to facilitate effective communications with the Trustees, employees, and the public.

 • Thorough knowledge of the occupational hazards and appropriate safety practices necessary for a safe workplace and the safe performance of assigned duties.

 • Knowledge of the techniques necessary to assist in the training and supervision of township employees.

 • Ability to understand and follow oral and/or written instructions.

 • Ability to work with limited supervision from the township trustees.

 • Ability to coordinate and perform activities and procedures necessary during an emergency situation in the absence of the trustees.

• Will be knowledgeable and supportive of all rules and regulations of the Trustees, including but not limited to the Personnel Policies and Procedures Manual of Porter Township.

• Willingness to accept instruction and seek in-service opportunities to maintain appropriate knowledge and skills regarding the responsibilities of this position.

QUALIFICATIONS

• A high school diploma or equivalent.

• Possession of a valid Ohio Driver’s License.

• Pass a physical exam and a criminal background check, as prescribed by the trustees.

Full pay for (9) sick days per year.

Vacation leave is determined by years of service.
